I say, and with God's success: Whoever dies while neglecting prayer does not die as a disbeliever, but rather as someone who has committed a great sin. He should be prayed upon and buried in the graves of Muslims. It is recommended for his heirs to give charity for each prayer he missed by donating half a sa' of wheat. And God knows best.
