The Ruling on Not Cutting Nails for Those Who Intend to Sacrifice
Is it required for someone who intends to sacrifice to refrain from cutting their nails at the beginning of Dhul-Hijjah, or is this ruling specific to those in Mecca?
Answer
I say, and with God's help: Cutting hair and trimming nails is contrary to what is preferable for one who wants to offer a sacrifice; however, it is forbidden for the one in a state of ihram, and God knows best.
