What is the ruling on lying and swearing about a matter; to avert the slander and corruption of the oppressors, in order to avoid falling into their injustice and falsehood, while being careful not to slander them and not to respond in kind?

I say, and with God's help: It is best to avoid lying and swearing except in cases of great necessity, and God knows best.
