I say, and with God's help: It is permissible for both men and women to perform istinja (cleaning after using the toilet) without water, but the Sunnah is to perform istinja with water due to its purifying and cleansing properties for both. A woman should pay more attention to this than a man, so that no unpleasant odor emanates from her, which could repel her husband. And God knows best.
