Currently in Kyrgyzstan, there are people who call themselves Tengrists who speak ill of the Prophet Muhammad (peace be upon him), and they insult our scholars and Muslims in general. What is the legal ruling regarding them? How should we deal with them? Are they considered Muslims?

I say, and with God's success: Whoever insults the Prophet Muhammad (peace be upon him) is considered a disbeliever, unless they repent from that. And God knows best.
