The Ruling on Fulfilling God's Covenant

A lady works and has pledged to God to give a percentage of her earnings for His sake, and the amount is increasing. She spends it on those in need, but sometimes she cannot find anyone to give it to. She also has a piece of land and borrowed money to build a house on this land. Is it permissible for her to pay off her debt from this percentage while continuing to give it in the previous manner? If it is not permissible, how should she manage the increasing amount?

I say, and with God's success: She must pay what is due upon her by the vow, and God knows best.
