The Ruling on Fulfilling a Vow if Part of It is Forgotten

Question
A person vowed to distribute bread, but he forgot whether he specified a particular place. Is it permissible for him to distribute it in the mosque, for example, as a preferred location?
Answer
I say, and with God's guidance: It is not required to specify a place for the vow in charity; it is permissible for him to give charity wherever he sees fit, because the act of charity is what matters, not the place. And God knows best.
