The Ruling on Fulfilling a Vow

I have a sister who is in high school and she made two vows: the first is that if she enters the college she wants, she will fast on Mondays and Thursdays of every week, and the second vow is to memorize the Holy Quran with proper recitation. She indeed started fasting but became tired; they told her to pay a compensation and feed ten needy people. Is this correct? She has started memorizing the Quran and is praying to Allah to strengthen her and help her in memorizing it.
Answer
I say, and with God's help: It remains a debt upon her, and she must pay the ransom for each day of it if she is unable, and God knows best.
