The Ruling on Declaring a Proposal for a Woman in Her Waiting Period

Question
A woman was divorced by her husband with a third divorce, and during her waiting period, someone proposed to her and specified the dowry to be completed after the waiting period ends. What is the ruling on this action?
Answer
I say, and with God's help: It is not permissible to propose openly or indirectly during the waiting period of a divorced woman, and all actions related to that during the waiting period are prohibited. God knows best.
