The Ruling on Considering a Debt as the Creditor's Zakat

Question
A person lent another person money, and the debtor died. Is it permissible to consider this debt as part of the creditor's zakat?
Answer
I say, and with God's success: It is not correct to consider a debt, even if it is on a deceased person, as a substitute for zakat; because it is a weak debt, and zakat is stronger, so it cannot replace it. And God knows best.
