The Rules of Combining and Shortening Prayers While Traveling
Is it permissible for a traveler to combine and shorten the Dhuhr and Asr prayers before departing for travel, even if he arrives before Asr? And if he returns from his journey, is he allowed to do the same?
Answer
I say, and with God's success: It is not permissible to shorten the prayer as long as one has not left the city, nor should one shorten it upon entering the city, and God knows best.
