The Role of Tayammum as a Substitute for Ghusl in Case of Inability

Does tayammum serve as a substitute for ghusl or wudu when one is unable to access water for the purpose of entering Ihram?
Answer
I say, and with God's guidance: Tayammum does not replace ghusl or wudu in the absence of water, except for one who is permitted to pray the Sunnah prayer of Ihram, for he may perform tayammum at that time, and God knows best.
