I say, and with God's guidance: This money is actually for the family, but on the occasion of a birth or success, they have the right to manage it. Assuming it belongs to the child, the child's expenses must be covered from it until it is exhausted, and thus the family has the right to provide for the child's expenses. The same applies to someone who has succeeded in the Tawjihi (high school diploma). In both cases, the father has the right to manage it. And God knows best.
