Which is better, the sacrifice or sending its price to fund a water well as ongoing charity?

I say, and with God's help: If she owns the nisab, which is 100 grams of gold, then she must perform the sacrifice. If she does not own the nisab, then the sacrifice is optional for her. She has the choice to donate to the well or for the sacrifice, and helping others is preferable. And God knows best.
