I say, and with God's help: The Zakat al-Fitr is obligatory for everyone who possesses the minimum threshold for the exemption from Zakat, which is (100) grams in excess of the essential needs such as housing, car, furniture, and others. Therefore, if someone does not have a financial surplus of this amount, Zakat al-Fitr is not obligatory upon them, and God knows best.
