The Officer of Considered Zakat Expenses
Is it permissible to give zakat to a brother who is unemployed and has children in school, or for his children's university education? Is it permissible to give it for the water and electricity expenses of parents who are separated from each other? Is it permissible to give it to a friend as a gift to avoid embarrassment, while she intends it as zakat?

I say, and with God's help: It is recommended to give zakat to siblings, and it is not permissible to give it to parents. It is permissible to give it to a friend as a gift, and God knows best.
