Is the minimum amount for Zakat al-Fitr (100) grams of gold? Many people do not possess this amount, and in this case, no one would be able to give Zakat al-Fitr?

I say, and with God's success: The Zakat al-Fitr is obligatory for those who possess (100) grams of gold in excess of their essential needs. However, if someone who does not possess this amount gives it, they will receive a reward, God willing, but it is not obligatory for them. How can it be obligatory for someone who is poor if they are eligible to receive charity? For making it obligatory upon them would be a burden they cannot bear, and God knows best.
