The Meaning of Growth as a Condition for Zakat

Question
What does the condition of growth in zakat mean? A person may have wealth that has reached the nisab, but it has neither increased nor decreased for ten years, meaning it is not growing. How can there be zakat due on it if the condition is not met?

I say, and with God's success: The growth in gold and silver is the value, and in livestock.
