The Livestock on Which Zakat is Obligatory

Question
What is meant by the livestock on which Zakat is obligatory?
Answer
Al-Sawa'im is the plural of Saimah, it is said: "The livestock grazed (Samat)" meaning they fed. The intended meaning refers to those that graze for milk and offspring from camels, cattle, and sheep. If they are grazed for carrying and riding, there is no Zakat on them. If they are grazed for sale and trade, then there is the Zakat of traders, not the Zakat of grazing livestock; because they differ in amount and reason, so one should not be considered as the other, nor should one be based on the other. The grazing livestock is that which relies on grazing for most of the year, even if it is fed for half the year, it is not considered grazing livestock until Zakat becomes obligatory on it. See: Tabyin al-Haqaiq 1: 259, Al-Bahr al-Ra'iq 1: 229, Al-Wiqayah p. 214.
