The Intention to Spiritually Head to Mecca for Those Prevented from Doing So

I received a message regarding the month of Dhul-Hijjah: O Allah, I intend to enter into the state of Ihram for Hajj and Umrah, aiming to spiritually head to the Holy Mecca and Medina. O Allah, I am prevented by an excuse and have lost the ability, so do not deprive me of the reward for my intention and the recompense. What is the ruling on such an intention, or does it constitute Ihram?
Answer
I say, and with God's success: The meaning of 'I intended' is that I aimed and desired in a figurative sense, not literally, so it is permissible, and God knows best.
