The Handling of a Found Item Whose Owner is Known

Question
My sister found a gold earring on the ground, and it belongs to my brother's wife. She does not know that it is with my sister, but my sister does not want to return it to her because she is supporting my brother's children. Is my sister's action permissible?
Answer
I say, and with God's success: A found item is when a person finds something of value lying on the ground, and here he must announce it and search for its owner. If he does not find the owner, he should give it as charity to the poor, or to himself if he is poor. However, in the case of this lady, she must return the earring to its owner, and it is forbidden for her to dispose of it; because it belongs to someone else and its owner is known. And God knows best.
