The Guardian's Disposition of Orphans' Wealth for Necessity

Question
I am a guardian of orphans' wealth, and I receive donations for them from benefactors. Can I use some of this money to pay their electricity and water bills, given that the orphans' mother refuses to pay these bills even though she is financially sufficient and lives with them in the same house? I am forced to pay them from my own money to prevent the electricity from being cut off in the building.
Answer
I say, and with God's help: You must seek permission from the one who pays the money to pay the electricity bills for them, unless they have authorized you to act as you wish, in which case it is permissible to pay the bills for them without specific permission, and God knows best.
