The fictitious worker took the guarantee money

Question
A man has a factory and has Indian workers who are not registered with the guarantee as workers in the factory instead of the Indians, and his relatives do not work in the factory, and he pays for them monthly to the guarantee. Is this permissible according to Sharia? By doing so, the factory owner avoids the labor law that requires him to employ a percentage of Jordanians, but non-Jordanians accept a lower salary, and the fictitious Jordanian worker leaves the job after a while and earns money from the guarantee. Is the money that the fictitious worker receives from the guarantee halal?
Answer
I say, and with God's guidance: This money is not lawful for him; due to the lack of a counterpart in work or goods, and it was in exchange for deception and forgery, thus this money is impure, and God knows best.
