Does the father have the right to forgive his son's killer knowing that the son has children who have a right to the blood money?

I say, and with God's success: The guardian of the murdered person is not the father if he has children; rather, the guardian is the children. Therefore, he does not have the right to pardon the killer. And God knows best.
