We live in a European country, and our mosque is called an Islamic Center, but in this center, the five daily prayers, Friday prayers, and the two Eid prayers are held, and there is a school where students learn Arabic, religious lessons, and the Quran. However, the fatwa from the scholars in the city permits menstruating and postpartum women (students... and teachers) to enter the mosque (Islamic Center) on the grounds that it is an Islamic Center and not a mosque. What is the opinion of the scholars?

I say, and with God's help: If it has an imam and a muezzin, it is a mosque, and it has the ruling of a mosque. There can be a place for women to learn in it, which does not have the ruling of a mosque, so it is permissible for a menstruating woman to enter this place but not the mosque; due to the consensus on the prohibition of a menstruating woman staying in the mosque.
