My mother married another man after my father's death, and she had a son. The father of this son has passed away, and he receives assistance from charitable organizations. Is it permissible for us to take from what my brother receives from my mother in assistance, or is it only his right?

I say, and with God's help: If it is allocated specifically for him, it is his right. If it is allocated for him and for your mother, it is possible to benefit from the mother's share if you are in need, and God knows best.
