The Behavior of a Mother in Sponsoring Her Daughters

Question
What is the ruling on a mother who takes sponsorships for her daughters from centers and development programs, and spends it on cigarettes and her personal needs, while neglecting their upbringing and care?
Answer
I say, and with God's guidance: It is not permissible for the mother to use these allowances for anything other than the needs of her daughters, such as food, clothing, and others, because they are the rights of her daughters. She should spend on her orphan daughters and meet their needs. The mother must fear God in caring for them and safeguarding their wealth for their benefit. And God knows best.
