The Bandage of Menstruating and Janabah

Question
Is it permissible to wipe over the bandage for a menstruating woman and one in a state of janabah?
Answer
I say, and with God's success: Wiping over a bandage is permissible for both a menstruating woman and a person in a state of major impurity; because wiping over a bandage and similar items is like washing what is underneath it, and it is not a substitute; because it is conditional upon the inability to wipe or wash the area itself, unlike wiping over socks, which is only permissible for one who has a minor ritual impurity. Refer to: Maraqi al-Falah and the commentary of al-Tahawi on it, pages 136-137, and 'Umdat al-Ri'ayah 1: 119, and God knows best.
