In the essence of the matter, page (190) regarding the conditions for the validity of tayammum: the inability to access water sufficient for purification, even if the junub has water sufficient for ablution but not enough for ghusl, it is permissible for him to perform tayammum and he is not required to perform ablution initially. However, if there is an event that necessitates ablution while in a state of janabah, is he required to perform ablution and tayammum? What is the difference between the two scenarios?

I say, and with God's help: In the first image, there is only ritual impurity, so performing tayammum is sufficient without ablution. In the second, there is both ritual impurity and a minor impurity, so ablution is for the minor impurity and tayammum is for the ritual impurity. And God knows best.
