Tayammum for One Who Fears Missing the Timely Prayer

Is it permissible for someone who fears missing the timely prayer if they are busy with ablution or washing to perform tayammum to start the prayer?
Answer
I say, and with God's success: Whoever fears missing the timely prayer if he engages in ablution or washing, it is not permissible for him to perform dry ablution with the intention of starting the prayer, but he should perform ablution or wash, and if he catches it, he prays it; otherwise, he must make it up, because this prayer has a substitute, which is making up, unlike the one who fears missing the funeral prayer or the Eid prayer, as it has no substitute and cannot be performed alone.
