Talking to Oneself about Others

Question
For example, if I say to myself that so-and-so is stingy or that so-and-so is opportunistic, is this considered backbiting if I do not speak it out loud? And is this statement correct regarding the word: 'And let him be kind' in Surah Al-Kahf?
Answer
I say, and with God's help: Backbiting and other sins are not merely the actions of the heart and the thoughts of the soul; rather, they occur through speech or action. Nevertheless, a Muslim should refrain from such thoughts so that they do not affect his heart and transfer to his limbs. And God knows best.
