Suspended Divorce and the Ruling on Fulfilling Its Condition

Question
A husband swore an oath of divorce to his wife while he was angry, saying to her, 'If you go to visit your sister, you are divorced.' Then afterwards, he allowed her to visit her sister. What is the ruling on the oath, and did the divorce take place? What should the husband do, and if she goes after he allowed her, is there anything on her?
Answer
I say, and with God's success: If in a state of anger he hit, insulted, or broke [something], the divorce does not take place. If it is not like that, and he intended to prevent her completely, the divorce takes place. If he intended to prevent her for a period and she left after that, the divorce does not take place. He should consult the mufti to verify the situation, and God knows best.
