Sufficiency of Wudu in the Absence of Water

Question
I was required to perform ghusl but could not find water for it, so I performed wudu with the intention of both ghusl and wudu and prayed Fajr and Dhuhr. Then water for ghusl became available, and I performed ghusl. Do I need to make up the prayers I performed before the ghusl, knowing that I was in a state of wudu?
Answer
I say, and with God's help: You must make up the Fajr and Dhuhr prayers; because whoever lacks water for washing can perform tayammum, and wudu (ablution) is not sufficient, and God knows best.
