Subscription to a Game Based on Luck in Its Outcome

I entered a mall where there is a game that draws a coupon to scratch off. If it says the name of a gift, for example, a gold ring or a phone, it is given to the person who entered the game. If it says better luck next time, you pay ten dinars and receive a box of perfume? Is this permissible according to Islamic law?

I say, and with God's help: this is gambling; because the entitlement in it is based on luck, and God knows best.
