I say, and with Allah's success: It is not permissible to spend Zakat on building a mosque; due to the lack of ownership; as it is a condition for Zakat to be discharged from the obligation that one of the eligible recipients of it from the categories must be owned, as mentioned in Durar al-Hukam 1: 189, and Al-Nihaya p. 52, and Allah knows best.
