Since there are scholars in the school of thought who issue fatwas based on general hardship and necessity, why is it not permissible to shake hands with women, especially in the West, due to the widespread notion that Islam is a religion of terrorism and that Muslims are extremists?

I say, and with God's guidance: If it were permissible to issue fatwas based on the generality of widespread affliction without any controls, then there would be no rulings in Islam, and adultery and other immoral acts would be allowed. However, the matter has controls, including that there should be a juristic opinion on the issue, and God knows best.
