Can the first woman, who owes the debt, settle her debt to the deceased for the individuals who are demanding payment, or should she give the 250 dinars to the heirs?

I say, and with God's help: It is her duty to deliver this debt to the heirs, as they are responsible for settling the debt of the deceased. She can inform them of the debts owed by the deceased, and God knows best.
