Sale of Murabaha
My brother wants to buy an apartment to get married in, but the apartment is financed through a bank with an interest rate of 3%, and it is paid in monthly installments. Is this usury?

I say, and with God's success: If it is purchased through lawful murabaha, it is permissible; otherwise, it is usury, and God knows best.
