Ruling on Zakat for Savings Held for Necessity

Question
A person retired from his job two years ago and received an end-of-service gratuity. He spent part of the amount and kept $3,000 for necessity. Is there Zakat due on this amount?
Answer
I say, and with God's success: If the amount reaches the nisab, which is 100 grams of gold, zakat is due on it, and God knows best.
