I say, and with God's help: Zakat is not obligatory on the apartment itself, but it is obligatory on the wealth produced by the apartment if it reaches the threshold along with the other wealth owned by the person; because zakat is on trade wealth, not on rental income, and trade is what is bought to be sold, and this does not include renting cars and apartments.
