Ruling on Zakat for a Debt That Is Not Expected to Be Repaid

Question
A person borrowed an amount of money from me, and years have passed without repayment. Do I have to pay Zakat on this debt?
Answer
I say, and with God's success: If you think that he will return it to you, then you must pay its zakat for all the previous years upon its return. And if you think it will not return, then upon its return to you, you do not have to pay zakat for the previous years. And God knows best.
