Ruling on what exceeds the nisab and has not completed a year

Question
The wealth that has completed a year and reached the nisab of zakat is subject to zakat. What about the amount that exceeds the nisab and has not completed a year; is it subject to zakat along with the nisab?
Answer
I say, and with God's help: Zakat is obligatory on all the wealth in his possession; because the passage of a year is a condition only on the original nisab, and zakat is due on all the wealth, even if he owned it just days before the passage of the year, and God knows best.
