Ruling on Touching the Penis
Is there a distinction in the issue of touching the penis if it is done with desire or without desire?
Answer
I say, and with God's success: If no fluid exits upon touching, ablution is not required; because nullification occurs with the exit of impurity, not by touch, and God knows best.
