Ruling on the Difference in the Timing of Prayer

Question
I heard in the Hanafi school that if someone misses the Dhuhr prayer and enters the time of the Asr adhan 25 minutes later, he should pray it and it is not considered a Qada (missed prayer) because the Asr adhan that is called according to the Shafi'i school. What is the validity of this fatwa?
Answer
I say, and with God's success: This statement is not correct; because what is considered is the judgment of the judge. If the state relied on the opinion of the two companions and Al-Shafi'i in determining the time for prayer, it is not permissible to act according to another opinion, and God knows best.
