Ruling on Shortening Prayers within the City

A taxi driver lives in a suburb of one of the largest cities in my country, and this suburb has its own mayor and is independent in all services: fire, police, but he drives his car in the city, and sometimes he takes a customer to the farthest part of the city - more than 70 miles - and does not leave the city limits, should he shorten his prayers or not?
Answer
I say, and with God's success: If he does not leave the city, he should not shorten the prayer, and God knows best.
