Ruling on Reading in the Prayer of the Latecomer

Regarding the latecomer, if he was in the Dhuhr prayer and missed three rak'ahs, when he stands to catch up with what he missed, is it considered his first rak'ah where he reads Al-Fatiha and a Surah, or is it considered his third rak'ah where he only reads Al-Fatiha?
Answer
I say, and with God's help: What the latecomer performs is considered his first prayer, so he should begin with the opening, seeking refuge, saying 'In the name of Allah', reciting Al-Fatiha, and then the surah. And Allah knows best.
