Question
A fatwa states: "It is permissible to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers for the resident; as evidence that the Prophet (peace be upon him) combined while residing." What is the validity of this fatwa?

I say, and with God's help: The fatwa has no validity if it is not based on a recognized jurisprudential school from the four schools. This is mentioned outside the four schools to the best of my knowledge, and it is merely the understanding of the speaker. It cannot be accepted for the ruling to become just opinions and desires of anyone who wishes, and God knows best.
