Ruling on a Wife Giving Zakat from Her Husband's Wealth Without His Knowledge

A woman whose husband is saving an amount of money to buy a commercial store refuses to pay zakat on it. Can she give zakat on this amount from the household expenses he gives her by distributing it to the poor in installments without his knowledge?
Answer
I say, and with God's help: Zakat is only valid from the owner of the wealth, and the intention of the owner is necessary; it is not sufficient to pay it on their behalf, even if it is from household expenses. It is not permissible to use anything outside of household expenses without their permission, and God knows best.
