Ruling on a Patient with Urinary Incontinence

My mother has urinary incontinence, and as soon as she feels the urge to urinate, even if it's just a drop, she has to change all her clothes. To what extent is she allowed to pray while in a state of impurity?

I say, and with Allah's guidance: If she has urinary incontinence, she is considered to have an excuse, and thus one ablution is sufficient for her for each prayer time. Her ablution is invalidated when the time expires, and if impurity exits from her and there is hardship in removing it, she is excused. And Allah knows best.
