I say, and with God's success: It appears that the method of recycling paper does not involve disrespect to the Quran; rather, it preserves its greatness and status and erases the verses within it, which is a condition for permissibility. It resembles what the jurists said about burning or burying it, but those methods were feasible in their time, and God knows best.
